Earl’s Court Society Mission
The mission of the Earl’s Court Society (ECS) is to promote, enhance, protect, and preserve the character, beauty, and quality of life of the Earl’s Court area, while safeguarding the interests of its residents and the wider community.
To achieve this, the ECS works closely with the Royal Borough, public authorities, local stakeholders, and elected representatives to monitor, influence, and respond to policies, regulations, planning applications, and licensing matters that may affect the area. The ECS is actively engaged in issues including planning and development, housing, licensing, policing, crime and anti-social behaviour, business activity, environmental matters, heritage, and local history.
The ECS serves as an umbrella organisation representing up to 33 Residents’ Associations across Earl’s Court. Through regular consultation and collaboration with these associations, the Society ensures that local concerns, priorities, and neighbourhood-specific needs are taken into account, providing a strong and representative voice for the community.
The Society’s recent successes in opposing the proliferation and expansion of gambling premises, challenging planning and licensing applications considered detrimental to the area, and engaging constructively with local authorities and Members of Parliament on major issues demonstrate the value of active civic participation. By working together, residents can influence decisions, protect the character of the neighbourhood, and achieve meaningful outcomes that benefit the entire community.

Governance Structure
The governance of the Earl’s Court Society (ECS) is founded on two principal bodies responsible for the strategic direction, oversight, and accountability of the Society:
- The Executive Committee (ExCo)
- The General Assembly (AGM)
The practical implementation of the Society’s activities is carried out through seven Working Groups (WG), each led by a Chair or Working Group Lead (WGL). These are:
- Planning, Licensing and Conservation
- Housing and Welfare
- Business and Commerce
- Police, Crime, Safety and Anti-Social Behaviour
- Traffic and Transport
- Environment and Amenities
- History and Heritage

ECS Executive Committee
The Executive Committee (ExCo) is the principal management and decision-making body of the Society. It consists of twelve members: Chair, Vice Chair, Secretary, Treasurer, Communications Manager and the seven Working Group Chairs/Leads.
The Executive Committee meets regularly, with a minimum of four meetings per year. Its primary responsibilities are to:
- Define the Society’s strategic priorities and objectives
- Develop annual plans, projects, and initiatives
- Prepare proposals for approval by the General Assembly
- Allocate responsibilities and resources to the Working Groups
- Monitor the progress of ongoing activities and projects
- Represent the Society in dealings with public authorities, elected representatives, local organisations, and other stakeholders.
Working Group Leads are responsible for coordinating activities within their respective areas and reporting regularly to the Executive Committee on progress, achievements, challenges, and emerging issues.
As the Earl’s Court Society is an Umbrella Organisation representing numerous Residents’ Associations, the Executive Committee actively seeks the views and participation of affiliated associations. Chairs and representatives of Residents’ Associations may be invited to attend Executive Committee discussions where matters of particular relevance to their communities are being considered, especially where urgent coordinated action is required.
Members of the Executive Committee are elected annually by the General Assembly.
The General Assembly
The General Assembly, also known as the Annual General Meeting (AGM), is the Society’s highest governing body and is normally held once each year, typically before the summer.
The AGM is open to all Society members, representatives/chairs of affiliated Residents’ Associations, and interested residents of the Earl’s Court area.
The principal functions of the AGM are to:
- Elect and appoint members of the Executive Committee
- Receive and review reports from the Chair, Treasurer, and Working Groups
- Consider and approve the Society’s strategic priorities and annual programme of activities
- Review the Society’s achievements and performance during the previous year
- Provide members with an opportunity to raise concerns, propose initiatives, and contribute to the future direction of the Society.
The AGM is normally held in a venue capable of accommodating broad community participation. At the AGM, the Chair presents a review of the Society’s activities and achievements during the preceding year, outlines the major challenges facing the Earl’s Court area, and presents proposals for future priorities and actions for discussion and approval by the AGM.
